How do you design technology that seamlessly integrates into the lives of over a billion people, from bustling cities to remote villages? At the first edition of Level Up with Gameskraft, Dr. Pramod Varma, the visionary architect behind Aadhaar, UPI, DigiLocker and more, offered a rare glimpse into the principles that have shaped India’s public digital revolution.
During an insightful fireside chat with Anand Agarwal, SVP of Product at Gameskraft, Dr. Varma revealed the core principles and surprising strategies behind creating public infrastructure at an unprecedented scale, offering a glimpse into what it really takes to build for humanity.
One of the most striking takeaways was the counter-intuitive principle of extreme minimalism in public infrastructure design. Dr. Varma argued that unlike private platforms where adding features often drives value, for population-scale systems aimed at inclusivity, "less is more." Complexity inherently excludes. Simplicity, conversely, caters to India's vast diversity – linguistic, cultural, digital literacy – ensuring broader accessibility.
He cited the Unified Payments Interface (UPI), whose core protocol design spans just one and a half pages, as a testament to this. This minimalist foundation was deliberately crafted to be future-proof, allowing for unforeseen innovations. Similarly, Aadhaar’s data points were intensely debated and reduced from over twenty to just four essential attributes, a critical decision for enrolling marginalized populations who might struggle with extensive documentation requirements.
Dr. Varma stressed that the success of India's digital stack hinges on building open, interoperable protocols, deliberately avoiding the "walled garden" approach common in the private sector, and conceiving India's digital infrastructure as an "open playground." The philosophy wasn't to build every application but to provide the fundamental rails – identity (Aadhaar), payments (UPI), data sharing (DigiLocker) – upon which countless innovators could build specialized solutions tailored to specific user needs. This open approach is credited with the explosive growth of UPI, enabling diverse applications from feature phone payments to FASTag toll collections, far exceeding initial projections. This is proof that when you design openly, innovation takes off in directions you never imagined.
While the technical challenge of scaling systems to handle billions of transactions is significant, Dr. Varma emphasised that the real difficulties were societal and political. Achieving "product-market fit" for a billion diverse users requires navigating complex cultural nuances, diverse user needs, and political realities. He recounted the extensive ethnographic research undertaken for Aadhaar, studying cultural sensitivities around photographs or understanding the implications of fingerprint/iris scanning for manual laborers or those with disabilities. Successfully launching these platforms required building broad alliances – collaborating closely with government bodies, NGOs working on the ground, and policy experts – to ensure the design was not just technically sound but socially viable and truly inclusive.
Finally, Dr. Varma highlighted the crucial role of setting audacious, seemingly impossible goals. He shared the example of aiming to enroll 600 million people in Aadhaar within just four years, driven by the political cycle, with a remarkably small team. Such monumental targets, he argued, serve a critical function: they humble teams, dissolve egos, and shatter preconceived notions of what's possible. Faced with a seemingly insurmountable challenge, individuals and teams are forced to reach out, collaborate intensely, and think radically. This environment fosters the positive correlations and creative problem-solving necessary to achieve breakthrough results by shifting the focus from incremental improvement to transformative change.
